A one year old and finger foods

I have a question for those of you who have had a one year old. Now, Kaiden eats pretty well, he doesn’t really choke on anything even though he doesn’t have teeth yet, unless he stuffs too much in his mouth. The one boy I have at daycare, W, chokes all the time. He just choked while eating one of those puff snacks. Yesterday he choked on a piece of banana, and the day before it was a piece of pear. The pieces are small, but big enough he can grab as he won’t let me feed him anything. Is this normal? He’s almost 13 months old. And he has 9 teeth. He doesn’t seem to get the concept of chewing food. Any tips?
